Contact resistance is the resistance to current flow, due to surface conditions and other causes, when contacts are touching one another (in the closed condition of the device).
Electrical resistivity is a fundamental property of a material that quantifies how it resists or conducts the flow of electric current. Low resistivity indicates a material that allows the flow of electric current.
Dielelctric constant is the measurement of the amount of energy from an external electrical field stored in the material.
